The immediate post-World War II period was one in which states were casting around for ways to expand their array of services without enraging an anti-tax electorate. Lotteries seemed like a good idea, as they did not require any additional taxes to be levied. So they were embraced, at least by those who weren’t in a position to raise taxes, and lotteries started to proliferate.
Initially, state lotteries sold tickets that were essentially raffles. Winners would be guaranteed to receive a prize of some sort, usually something fancy like dinnerware. These lotteries were a form of entertainment at a dinner party or a similar event, rather than a means to fund the government.
Later, when a lottery became more popular, states began to use the revenue from tickets to benefit public programs, including education. The New York Lottery, for example, was established in 1967 with the slogan “Your Chance of a Lifetime to Help Education.” It has since generated more than 34 billion dollars for education, an amount which is incredibly impressive for a government run lottery.
